The following text and information was provided by the City of San Diego:

This project will take place in the Mission Hills, Uptown, Hillcrest, University Heights and North Park areas of San Diego, with work occurring in phases at particular locations along the alignment of the project.

Here’s what’s happening:

On Washington Street between Albatross and Dove Streets

The water main installation continues on Washington Street and on Sunday night, August 30, 2015, crews will start work at the intersection of Washington and Albatross Streets and proceed west to Dove Street. The existing water main is located on the south side of the street. Base pavement (asphalt roadway that will be slurry sealed toward the end of the project) will be placed immediately after the completion of the water main installation. The work on this segment is expected to be completed by Thursday night, September 3, 2015.

Upon completion of the new water main installation, the crews will return to this area and implement final activities such as installation of valves, etc. The final step is to connect the new pipe to the existing system. Updates will continue to be provided prior to these activities.


  • During construction, temporary inconveniences will occur.
  • Limited access within the immediate work zone will be granted.
  • There will be pipe, fittings, equipment and storage containers staged along the work zone.
  • At least one lane in each direction will be maintained at all times.
  • When required, temporary “No Parking” signs will be posted 48 hours before construction activities start.
  • Vehicles parked in violation of signs, will be towed.
  • Road closures, detours and restricted access will occur between 8 p.m. and 6 a.m.


Sunday through Thursday nights, from 9 p.m. to 5 a.m.


Yellow “No Parking” signs will be used for night work.

This Capital Improvement Program (CIP) project will replace about four miles of old, deteriorating, cast iron water mains with new PVC pipes. PVC pipes offer improved service reliability and a longer service life. Improvements also include new valves, fire hydrants and service lines (the pipes running from the main to each residence or business). Accessible curb ramps are included in this project as well.
Streets that have been excavated as part of this work will be slurry sealed as phases are completed. Any areas of vegetation or landscaping that are affected will be replaced.

This project is expected to last about three years.
