City of San Diego Transportation Department to to evaluate and install red curbs in Mission Hills
Red curb installation will be consistent with California’s new “daylighting” law, AB413
The following information was provided to the Mission Hills Parking Advisory Committee and Mission Hills BID from a representative of the City of San Diego. The new law went into effect on January 1, 2025.
It is important, for those parking a vehicle on a public street, to be aware that violators of the new “Daylighting” law can still receive a citation even if the curb is not painted red. As of March 2025, the total cost of a citation is $77.50:

The Transportation Department will be moving into the Uptown Planning Area to evaluate and install red curbs consistent with AB413. As of January 1, 2025, this California state law prohibits parking within 15 to 20 feet of the vehicle approach side of a marked or unmarked crosswalk to improve pedestrian safety. The Transportation Department is completing proactive evaluations focused in highly trafficked areas that are most likely to have conflicts with this new no parking area and will continue these proactive evaluations over the next several months.
In addition to Transportation’s proactive evaluations, red curb installation is also being evaluated on private development and City Capital Improvement Projects moving forward, as outlined in a recent City engineer memo. We expect red curb painting to be implemented via these projects in construction Citywide in the next several years.
